Well, it is Africa, so stealing of course. Anytime you decide to ignore your legal contracts once you realize what others have found through money and hard work, I call it stealing. Of course, Africa is not the only place stealing goes on, excess profit taxes are also stealing, something does not have to be nationalized for stealing to occur. Governments steal money where ever they can find it, never fell bad if you take advantage of some government program or subsidy because I guarantee they are trying to figure out a way to steal it back from you or someone else.
