IMO - Now that Russia and China are closer than they have ever been and that both have an ever growing influence in the Middle East while Americas influence dwindles, I would say that they need those 850 million barrels in strategic reserves more than they ever did before. When America cuts its oil consumption in half, then they can revisit that.
Russia has been laughing at American sanctions because they can. The reason that they can is because they are self sufficient in most critical material, energy and food and most of what falls under manufactured goods that they don't produce they can get from China, India and other countries not as aligned with America as they used to be.
Not being self sufficient in conjunction with close friends is to leave ones self wide open. Yes the Canadian oil sands have the reserves in the ground but an oil sands plant takes years to build and we are not even talking take away capacity.
