There is confusion about the NIH post, tied to a single letter ... the article "a".
From the section of the NIH paper, the following:

Is the NCI calling out for a partner to assist in clinical research to test out a potential solution?
This LOH was a known hurdle found in the second patient dosed and maybe, just maybe, the NCI has found a solution in blood of patients. They just need financial and bench help toward POC? All the best.
