The idea is totally stupid. Those cows are producing milk that is sold and that market is not going away. It would just mean more cows in other countries with more leniant/ lower environmental regulations, job loses in Ireland, and decrease in Irish exports and an increase in Irish imports. The net effect on the environment would be negative.

 Far better to look at other solutions like methane collection in dairy barns/ adjusting feed to minimize methane etc.
