It is vital to protect those who did save & act prudently so they are not played for the fool to pay for those who have been wasteful. >Another issue is fraud. Personal care is delivered in private residences with little or no on-site supervision. In some cases, the caregiver can be a friend or family member, which is allowed under the rapidly growing “consumer-directed” version of the benefit. These conditions lend themselves to abuse. In a case brought by federal prosecutors in Manhattan in 2020, home care aides were accused of systematically claiming payment for hours when they were busy doing something else, such as working a different job or taking a Caribbean cruise. Some aides allegedly split their paychecks with clients and with officials at the agencies that employed them.< |
