You have it backwards. 15c2-11 doesn't STOP NOVC from filing SEC documents. They are under 15c2-11 because NOVC hasn't been filing SEC documents. A big difference. As for the other things 15c2-11 does, you are correct.
They obviously have failed to trust honest loyal minority shareholders.
Again, I think you have it backwards. I don't think the trust is owed by minority shareholders. Trust is owed by management to ALL shareholders.
