No it doesn't mean any of those things unfortunately. The claim simply means that 97% of enterprise locations are within a 5ms (one-way) journey from a Lumen edge computer. These claims normally assume the speed of light through fiber.
If the enterprise wants to have their application hosted on one of these Lumen edge devices and wants to communicate from their location with it. Then the enterprise will have to buy a bandwidth service from Lumen. That can be an Internet access or some form of private bandwidth.
This bandwidth will vary between 100% off-net and 100% on-net depending on the two locations. I would surmise that the percentage off-net in this scenario may actually be higher on average because although Lumen has extremely good long distance coverage it has weak local coverage with their own fiber services.
Additionally, from the press releases about actual sales of edge services and the partnerships with third parties it appears that Lumen is selling little more than 'bare metal', space and power. A very commoditized set of services compared to the high value suite of software services that Amazon and Microsoft sell.
So it may be a low margin service overall.
